Dugan, presumably his last name, probably has a first name like James. This coworker of Elaine's @ the J. Peterman catalogue is a bit of a dandy, prissy, feminine man about town. He makes fun of Elaine's attempts at dancing right to her face by using his genious to create double meaning words in his descriptions of clothing, but later quits and then comes back because of Elaine's deranged pro-to-ge.

The character of Dugan only first appeared in the beginning of Season 8, namely 8:1 The Foundation, but for serious Seinfeld fans, he feels like part of the family. The man who portrayed this excellent character was none other than Joseph Urla, who began his Seinfeld career as Joe Urla, and appeared 5 times in Season 8 and was brought back one more time in Season 9 for 9:13 The Cartoon.

Dugan seems to be one of the head writers @ JP, doesn't think one should make fun of pigs, even be it in a cartoon, and causes Peterman's neck to turn into a gargantuan monkey fist, which causes him to go nuts and go to Myanmar, but will always be Burma to him.

Whether sporting the goatee or not, Mr. Dugan does not like Francis.
