Tina is Elaine's red headed roomie in her original apartment and she holds the lease, thereby enabling her to give Elaine the boot. Although she's in three episodes, we barely know anything about her.

TINA: Well, like last Thanksgiving you buzzed up a jewel thief.
ELAINE: I didn't know who he was!

The character of Tina Robbins was introduced in 2:9 The Deal as Elaine's roommate, who was portrayed by SNL alum Siobhan Fallon. She came back again in 3:2 The Truth and for a brief moment to kick Elaine out of the apartment in 5:22 The Opposite.

Tina dates Kramer, likes African food and music, is more brittle than her beau, is an actress-waitress, doesn't like people taking her piece o' cake, and has a really annoying voice. All I can say about her is that she borrows Elaine's earrings.

P.S. In case you though that was a funny Seinfeld reference that just flew over your head, it isn't. I just can't think of a funny ending. I'm plumb out.
